This is one of Strang's official commissions, transferred to the gallery from the Greater London Council in 1989. Cobb, a barrister and Conservative politician, is splendidly upright and official-looking, and holds his design for the London County Council's arms, which he made when he was its chairman. It has a mural crown, the St George's Cross, and wavy blue lines representing the Thames (see "London County Council"). — Jacqueline Banerjee
