Next to one of the men who've fallen through the ice is a rolled up paper bearing the words “New Reform Bill.” At the time Punch published this cartoon, Palmerston was Home Secretary and Aberdeen Prime Minister. When Aberdeen was forced to resign after mis-handling the Crimean War, the Queen appointed him Prime Minister — no one else would accept the position!
