Lord Derby tells Disraeli to come forth with a “good measure” of reform, since “the inspectors” — John Bright and William Gladstone, who wish to extend the franchise, are on hand. As it turned out, Dizraeli and Derby ended up expanding the right to vote far beyond what the Liberals proposed, and in so doing the secured the loyalty of many new voters. — George P. Landow
